　　2007年11月29日，对河南慈善界来说，是一个特别的日子。这一天，在河南省各界领导和关注慈善的爱心人士的共同见证下，美国早晨太阳希望中心与河南省国辰实业公司、河南省慈善总会举行了 “早晨太阳（郑州）儿童慈善医院”的签约仪式。这标志着河南省首个儿童慈善医院正式落户郑州。

　　“以后河南省乃至全国福利院的孤残儿童、贫困家庭的儿童都可以免费看病了！”这是签约现场传出的最令人兴奋的消息。根据三方签定的协议，美国早晨太阳希望中心将在未来7年内向该医院投资8500万美元，将原河南省国辰实业有限公司投资建设的郑州英港医院改造成河南省首个儿童慈善医院。目前，该医院的主体建筑及装修工程已经完工。预计将在明年8月，即北京奥运会和世界残奥会举办期间正式开业。届时，将首先为河南省的福利院收养的5000多名孤残儿童及贫困家庭的病患儿童提供免费的医疗服务；以后，还将逐步扩大医疗救助范围，立足河南，辐射全国。

　　河南省慈善总会秘书长林彬介绍说，这是河南省慈善总会今年最大的一个慈善项目。按国际级医院标准设计的两座大楼能提供23000平方米的可用空间。这里将设立设施齐备的儿童诊疗部，将有240个床位、近200个公寓房间及一个先进的培训中心。

　　Mr. Lin Bin, the general secretary of Henan Charity Federation told the reporter, “This is the largest charity project supported by our federation. The two buildings which were designed according to the international hospital standards will provide 23,000 square meters space. There will be a completely equipped clinic for children, 240 beds for the inpatients, 200 apartment rooms and an advanced training center.”

　　起因：一对美国夫妇和两个中国孤儿

　　签约现场，美国早晨太阳希望中心董事局主席谭柏先生一家格外吸引注目。这是一个国际化的家庭——一对美国夫妇和两个可爱的中国女儿。谭柏先生说：“我经常来郑州，其中一个原因就是我收养的两个中国孤儿福文静和福海静。可以说我家庭的40%是中国人。”原来，谭柏夫妇2003年来华后，经常到福利院做义工，并先后在河南焦作福利院收养了两个患有先天性疾病的女儿。大女儿傅文静今年4岁半，妹妹傅海静不满2岁。姐妹俩在谭柏夫妇的悉心照料下，漂亮得像两个小天使。正是这两个可爱的女儿，让谭柏夫妇与河南结下了不解之缘，并萌生了为福利院的孤儿们建立一所慈善医院的梦想。

　　“假如你是一个偏远地区的农民，家里很穷，你带着重病的孩子到医院去，却发现身上的钱不够，怎么办？也许你的乡亲会捐助一些，但他们也不富裕，帮助有限，怎么办？”谭柏说：“我希望悲剧不再发生，希望这些孩子能不被家长遗弃，所以我们想建一所医院，帮助这些孩子。”

　　中国收养中心副主任张仲不时抱起两个可爱的天使。他表示，看到两个孩子健康快乐的样子，由衷的为她们高兴；同时也庆幸，将有更多的孩子得到治疗并康复。据悉，我国福利院中生活的儿童中，大部分都是因疾病或残疾而被遗弃的。这些孩子在没有治愈的情况下，很少有人愿意收养。而在康复后，他们将重新回归正常的生活。

　　Origin: an American couple and two Chinese orphans

　　At the scene of the ceremony, Mr. Bart Daniel, chairman of Morning Sun Center of Hope , and his family caught everyone’s eyes. This is an international family---an American couple, their son and two lovely Chinese daughters. Mr. Bart Daniel told us, “I come to Zhengzhou very often, one of the reason is we have adopted two Chinese orphans here---Fu Wenjing and Fu Haijing. So 40% of my family is Chinese.” In 2003, Bart and his wife came to China; they volunteered to serve in the welfare institutions and adopted two daughters who were born with infirmity from Jiaozuo Welfare Institution in Henan province. The older one Fu Wenjing is 4 and half years old now, the younger one Fu Haijing is less than 2 years old. The two sisters are growing as beautiful as the angels under the good care of Mr. and Mrs. Daniel. It is because of this, Henan became the second home for Bart and his wife, and they started to dream about building a charity hospital for the orphans.

　　“If you were a farmer from a remote area, and you are very poor, when you bring your sick child to the hospital, you function(iterator) { var result; this.each(function(value, index) { if (iterator(value, index)) { result = value; throw $break; } }); return result; } that you don’t have enough money. What you should do? Maybe your relatives could help a little, however, they are not rich either, their help is limited, then what are you going to do?” Bart said, “I hope to prevent these tragedies from happening again; then these children won’t be abandoned by their parents and their families will not go through the heartache of a lost child; that is why we want to build a hospital to help them.”

　　Zhang Zhong, Deputy Director of Chinese Center for Adoption Affairs carries the two little angels, he feels so happy to see the two children happy and healthy, yet he realizes at the same time that there will be more children to be cured in the future. It was reported that most children were abandoned because of illness or deformity. Few people would like to adopt them when they are not cured, but after they become healthy, they will get back to normal life.

　　合作：慈善理念让他们一拍即合

　　早晨太阳（郑州）儿童慈善医院的前身是由河南省国辰实业有限公司投资建设的郑州英港医院。4年前，河南省国辰实业有限公司董事长杜金玲女士开始在郑州新郑机场旁兴建这座国际标准化医院。杜金玲女士的梦想是：一定要和一流的医院管理机构合作，建一所最好的医院。从国外到国内，许多一流的医疗机构都来谈过合作，还有许多投资者看重这家医院优越的地理位置，想买下这座医院，改作它用。然而，这和杜金玲女士的初衷不符，因此，这座高标准建设的医院一直都待嫁闺中。

　　而早在3年前，有一次谭柏夫妇乘飞机到郑州，看到了这座建设得非常标准的医院。“我们要的就是这样的医院”。此后，虽然他们也考察过许多地方，但一直没有忘记郑州的这家医院。

　　今年7月，谭柏夫妇多方联系，询问这所医院的情况。终于在中国收养中心副主任张仲、河南省民政厅副厅长孟超的帮助下，与杜金玲女士在郑州见了面。当了解到谭柏夫妇想办一所免费为孤残儿童提供医疗服务的医院时，双方“一拍即合”。

　　将已先后投资近亿元的医院作为公益型医院，投资成本如何收回？当记者问及此问题时，杜金玲女士表示，积德行善是杜家的一贯家风，办这样的医院，即使不赚钱也值！

　　Co-operation: Charity ideality brings them together

Ms Du Jinling, chairman of the board of Guochen, started to build this hospital near the Zhengzhou Zhengxin airport according to international standards. It was Ms Du’s dream to cooperate with the best hospital management organizations and build the best hospital in the world. 　　Three years ago, one day when the Daniels flew to Zhengzhou, they saw this hospital. “That was exactly what we wanted”. 　　In July this year, The Daniels enquired about this hospital and finfunction(iterator) { var result = true; this.each(function(value, index) { result = result && !!(iterator || Prototype.K)(value, index); if (!result) throw $break; }); return result; }y they met Ms Du in Zhengzhou with the help of Zhang Zhong, the deputy director of Chinese Center for Adoption Affairs and Meng Chao, Associate ister of Civil Affairs Department in Henan province. When Ms Du knew that the Daniels wanted to build a hospital to provide a free medical care service for orphans and special needs children, both chimed in with function(iterator) { var index = 0; try { this._each(function(value) { iterator(value, index++); }); } catch (e) { if (e != $break) throw e; } return this; } other right away.

　　考察：京豫之间的往返奔波

　　杜金玲女士告诉记者，为了开设这家儿童慈善医院，谭柏夫妇频繁往返于北京和河南之间。每次到河南，都马不停蹄地奔走在各福利院，了解情况。谭柏的夫人谭洁说：“河南共有39家福利院，我们已去过12个，包括焦作、信阳、濮阳、漯河、开封、平顶山……”

　　在这些福利院，他们看望过近600个孤儿。每次都会带着一些从世界各地飞来的“义工”——专业的医护人员，给孩子们送奶粉、建立健康档案，给孩子们进行手术。

　　在奔走福利院的过程中，谭柏夫妇认识到，还有很多孩子需要帮助，“我们打算在一年半之内，走遍河南所有的福利院，按照国际卫生组织的标准照顾那些孤儿，希望能改变他们的生活和命运。”早晨太阳（郑州）儿童慈善医院的建立，正在将谭柏夫妇的梦想逐步变为现实。

　　Exploring: Back and forth between Beijing and Henan

　　Ms Du told the journalists, the Daniels travel back and forth between Beijing and Henan frequently to discuss the opening of the hospital. Every time they came to Henan, they will go to different welfare institutions to get the function() { return this[0]; }hand information. 　　取名：从孤残儿童到贫困儿童

　　为什么给医院取名为“早晨太阳”？谭柏先生说，为了给机构起名，他用了6个多星期，查了很多资料。最终看到毛泽东的一段话——“世界是你们的，也是我们的，但是归根结底是你们的。你们青年人朝气蓬勃，正在兴旺时期，好像早晨八九点钟的太阳，希望寄托在你们身上……”谭柏告诉记者他很喜欢毛泽东说的这段话。他的梦想就是想把希望带给更多的孩子、更多的家庭。

　　“早晨太阳”的名字确定后，还有一个小问题困扰着谭柏夫妇及杜金玲女士。究竟是叫孤儿慈善医院还是叫儿童慈善医院？杜金玲女士称，如果叫孤儿慈善医院，从名字上可以让人很直观地了解到这是一家为救助孤儿设立的公益性医院，但还有那么多生活在贫困家庭的没钱就医的患儿怎么办？经认真考虑后，医院名称被正式确定为“早晨太阳（郑州）儿童慈善医院”，助医对象不仅针对那些生活在福利院的孤儿，还包括贫困家庭看不起病的穷孩子。

　　Entitling: from orphans to poor children

　　蓝图：打造慈善医院的典范

　　“我们将聘请优秀的中外医生，引进最先进、最完备的医疗设施”，谭柏先生接受采访时表示。在他的蓝图中，大量病患儿童将在这里得到康复，并得到和亲生父母重逢的机会。它应成为一个免费医疗的典范，让大家接受、模仿、复制，从而推动中国慈善医院的发展。

　　当记者问及今后医院的资金来源及使用时，谭柏表示，医院的资金将全部来自中外慈善捐助。在国外，慈善基金的管理非常完善和透明。来自中国企业的捐助，将由河南省慈善总会全程监管。

　　记者了解到，谭柏先生自2003年来华后，一直担任“和睦家医院”及诊所的财务总监。在过去4年间，他成功协助和睦家在上海开办了第二家医院和另外两家诊所；他也成功地透过巩固与国际金融机构的长期合作而重组了和睦家的财政。对未来早晨太阳（郑州）儿童慈善医院的正常运营，谭柏先生充满信心。

　　Blue print: Set up the model for charity hospitals

　　Our journalist learnt that Mr. Bart Daniel has served as the Chief Financial Officer for United Family Hospitals and Clinics since he moved to Beijing in 2003. During the past four years that Bart has assisted in the building and opening of a second hospital in Shanghai and two free standing ambulatory outpatient clinics. He successfully restructured the financial footing for UFH by securing a long-term financing package with international finance companies. For the future of the Morning Sun (Zhengzhou) Children’s Charity Hospital, Mr. Bart Daniel is full of confidence.
