这是继去年通过全球首份G20智库共同声明之后，该智库领衔的又一份极具战略价值和历史眼光的重大倡议，这也是全球首个“G20智库年会机制”开始运行后形成的第一份重要共识。
共同声明指出，金融危机6年来，G20机制为全球经济走出衰退阴影、重返增长之路做出了巨大贡献。而今后五年，全球经济将进入迈向可持续增长的关键期。然而欧美经济复苏缓慢，新兴经济体乍暖还寒，国际金融体系中仍存在诸多风险，强劲、平衡和可持续的增长仍未确立。许多发达经济体依然存在高失业率和高债务率问题，不少发展中国家面临金融稳定性的担忧。这些都显示要想达成G20所设定的全球经济增长目标困难重重。参会的智库学者在讨论中纷纷向东看，呼吁中国举办2016年G20首脑峰会，这将有助于实现2014年G20所提出的到2019年将G20整体GDP在现有预期轨道基础上提高至少2%的增长目标，为全球经济增长带来新的动力和希望。
多伦多大学20国集团研究中心主任、著名G20研究专家约翰·科顿表示，中国于2012年成为世界第二强国和第二净债权国，中国日益增长经济实力使中国能对世界做出更大的贡献，发挥更大的领导作用。在国际舞台上，长期以来，中国始终与发达国家和新兴国家进行着灵活多样的合作，在娴熟地调整身段，与其他国家共同致力于全球的发展、稳定和其他目标。中国领导人的国际交往日益频繁，参加国际峰会的经验日益丰富，在20国集团外交方面越来越得心应手，他们将20国集团作为加强自身与各国领导人相互联系的平台。中国在20国集团中的领导地位日渐提高。
作为日本银行北京代表处首席代表，福本智之一直关注着中国目前的改革进程。他认为中国如果能够顺利推进这一轮改革，对二十国集团在经济政策上达成共识，对世界经济的可持续发展都会发挥重要作用。这肯定会加大中国在二十国集团里的影响力，推动中国在国际经济舞台上更上一层楼。他进一步指出，中国可以利用其影响力，在二十国集团探讨的几个重要问题上，尤其是中长期经济结构改革问题上引导大家的积极言论，从而促进共识的形成。在20世纪80年代，英国的撒切尔政权，美国的里根政权，日本的中曾根政权都推进了经济结构改革，引起了改革热。这次，中国的经济改革希望也能成为引起新一轮世界经济改革热的重要契机。
中国人民大学重阳金融研究院高级研究员罗思义对中国经济发展模式有着多年的研究。在他看来，中国仅仅用了一代人的时间，中国按世界银行的标准就完成了从“低收入经济体”到接近“高收入经济体”的过渡，取得了空前的成就。如果中国真成为“高收入经济体”，那么将会使全球生活在“高收入经济体”的人数增加一倍。这种极为快速的发展过程有时被用“中国特色”解释。但过去三十多年的经济研究显示，中国经济增长植根于全球经济发展进程之中。他进一步认为，既然全球力量的结合推动中国取得了独一无二的经济成就，开创了具有“中国特色”的增长模式，那么推动中国经济增长的这股力量也能作用于世界各经济体。因此，其他国家可以借鉴中国经济成功的经验。中国经济成功的经验对于发展中经济体的重要性是显而易见的：如果大多数发展中经济体也能取得像中国一样的经济成就，那么全球的贫困问题都能得到解决。
另外，共同声明还倡议探索建立G20智库合作网，以建立常态化的智库间国际沟通渠道，更好地服务于G20机制的发展，并呼吁G20的智库重视研究包括综合增长战略、 国际金融治理合作、贸易便利化与促进就业等在内的十大问题。
本次G20智库论坛于3日开幕，参会者包括来自中国、俄罗斯、美国、印度、日本、欧盟等全球主要20个大国的智库以及来自世界银行、IMF和联合国的代表。在论坛开幕式上，中国人民大学校长、央行货币政策委员会委员、人大重阳金融研究院院长陈雨露，全球中小企业联盟主席、联合国工业发展组织前总干事、人大重阳外籍高级研究员卡洛斯·马格里诺斯，美国第39任总统吉米·卡特先后做了主旨发言。
在接受采访时，中国人民大学重阳金融研究院执行副院长王文说，“从2008年到2013年的五年间，中国一国贡献了全球总GDP增长量的37.6%，起到了全球经济火车头的作用。事实证明，建立G20机制并使中国由此参与到全球经济治理合作当中，对全球经济的复苏意义重大。中国有意愿、有能力担任2016年G20主席国，为分享中国发展经验、实现全球强劲、可持续的增长目标而努力。”
据了解，本次智库论坛议题聚焦在G20与综合增长战略，金融改革和全球治理以及G20与中国等三大主题。论坛结束前，作为近年来崛起速度相当快的中国特色新型智库，人大重阳除了发布此份共同声明外，还推出了中国首份G20智库报告。

Joint Statement
1.我们，来自二十国集团、国际组织或区域共同体的智库专家于2014年9月3日至4日在北京召开“大金融与综合增长的世界：第二届G20智库论坛”。在2013年第一届G20智库论坛通过的共同声明基础上，我们探索了完善G20智库合作网络的路径，以便更好地服务于G20机制的发展。
1. We, think tank experts from G20 mrs, international organizations, and regional communities, convened the “Great Finance and Global Comprehensive Growth” Second Annual G20 Think Tank Summit in Beijing from Septr 3rd to 4th, 2014. Based on the joint statement released at the first G20 Think Tank Summit in 2013, we explored paths to improve G20 think tank cooperation networks in order to better serve the development of the G20 mechanism.
2.我们为支持G20各方共同推动多边主义做好了准备，通过协商和谈判确定国际规则，深化各个层面的国际协调机制，共同应对各类全球性挑战。
2. We are ready to support the G20 mrs to promote multilateralism, determine international rules through consultation and negotiation, deepen international coordination mechanisms on all levels, and jointly address global challenges.
3. 金融危机6年来，G20机制为全球经济的复苏做出了重大贡献。G20机制需要得到延续并使其在未来发挥更大作用。不少与会代表呼吁，要让中国能够主办2016年G20峰会，这将有助于探索解决方案，实现2014年G20财政部长和央行行长会议所提出的，到2019年将G20整体GDP在现有预期基础上再提高至少2%的增长目标：这个目标同样得到了国际货币基金组织(IMF)、经合组织(OECD)和世界银行的支持。
3. Six years after the global financial crisis, the G20 has made important contributions to the global economic recovery. The G20 should continue, and play an even greater role in the future. Many delegates have expressed a wish for China to host the 2016 G20 Summit. This will help find solutions to realize the target of lifting the total GDP of the G20 by more than 2% above the level implied by current policies by 2019 a goal set during a G20 Finance Ministers and Central Bank Governors meeting in 2014, and supported by the IMF, the OECD and the World Bank.
4. 当前，世界经济出现复苏趋势，但国际金融体系中仍存在诸多风险，强劲、平衡和可持续的增长仍未确立。许多发达经济体依然存在失业率、赤字率和债务率高企等问题，不少发展中国家面临金融稳定性的担忧。如何实现G20制定的目标：在未来5年中使G20整体GDP在当前预期水平上再增加2%，这需要G20智库界的专家们贡献智慧。我们将支持G20各成员方加强宏观经济政策沟通与协调，以使政策调整可能带来的负面外溢效应最小化。
4. The world economy is showing signs of recovery, but there are still a number of risks in the international financial system, and strong, balanced, and sustainable growth has not emerged. Many developed economies are confronted with high unemployment, and with high deficit and debt ratios, and developing economies are concerned by financial instability. The efforts to increase the G20"s collective GDP by an additional 2% by 2019, will benefit from the expertise of G20 think tank experts. We will support G20 mrs to enhance macroeconomic policy communication and coordination in order to minimize the negative spillover effects of policy adjustments.
5. 全球金融治理体系改革已进入关键阶段，我们期待全球金融治理架构朝更加有助于解决发展问题的方向改进。我们希望G20将继续创造更多渠道使智库界参与和影响大金融治理对话和多边谈判、国际金融架构的完善和维护全球经济稳定。我们将支持二十国集团各成员及有关各方加强金融改革研究和金融政策对话，增加发展中国家以及最不发达国家的话语权。
5. Reform of the global financial governance system has entered a key stage, and we hope that global financial governance will become more conducive to problem solving for development. We hope that the G20 will continue to create more channels for think tanks to participate in and influence dialogues and multilateral negotiations on great finance, the improvement of the global financial architecture, and the maintenance of global economic stability. We offer support to the G20 mrs and other concerned parties to enhance research on financial reform and financial policy dialogue, and to give a greater voice to developing and least developed countries.
6.国际金融体系需要与产业转型升级相匹配，以支持世界经济走向强劲、可持续的平衡增长之路。我们将支持G20以全球视角关注国际金融与实体经济之间的关系，重视金融世界观的形成与分享。
6. The international financial system must be in line with industrial transformation, so as to lead the global economy on a path of strong, sustainable, and balanced growth. We will offer support to the G20 to pay close attention to the relationship between global finance and the real economy from a global perspective, and to stress the formation of a shared financial worldview.
7.我们在广泛的国际话题上有着共同的兴趣和深入交流的意愿。我们愿意讨论如何推动开放型的世界经济，实现资源高效优化配置、商品和资本的自由流动、竞争公平有序，从而惠及各方。我们认识到各国能力和发展水平不同，但在全球经济、金融和贸易事务中应当保持权利平等、机会平等、参与平等。
7. We have the common interest and will to deepen communication on a wide array of global issues. We are willing to discuss how to promote an open world economy to realize efficient resource allocation, the free flow of goods and capital, and fair competition in order to benefit all. The capabilities and levels of development in different countries vary, but we are convinced that all countries should enjoy equal rights, opportunities, and participation in global economic, financial, and trade matters.
