经自治区党委批准，自治区纪委监委对防城港市上思县委原书记、二级巡视员兰宏严重违纪违法问题进行了立案审查调查。经查——兰宏理想信念崩塌，违反中央八项规定精神， 违规收受礼金； 毫无组织原则，为实现曲线谋利的目的，营私舞弊提拔任用干部；
既想当官又想发财，与不法商人勾肩搭背、沆瀣一气，大搞权钱交易，利用职务便利为他人在工程项目承揽及推进、银行揽储等方面谋利，并 非法收受巨额财物。
兰宏严重违反党的组织纪律、廉洁纪律，构成严重职务违法并涉嫌受贿犯罪，且在党的十八大后不收敛、不收手，党的十九大、二十大后仍不知敬畏、不知止，性质极其严重，影响极其恶劣，应予严肃处理。依据《中国共产党纪律处分条例》《中华人民共和国监察法》《中华人民共和国公职人员政务处分法》等有关规定，经自治区纪委常委会会议研究并报自治区党委批准， 决定给予兰宏开除党籍处分；由自治区监委给予其开除公职处分；终止其自治区第十二次党代会代表、防城港市第七次党代会代表、上思县第十四次党代会代表资格；收缴其违纪违法所得；将其涉嫌犯罪问题移送检察机关审查起诉，所涉财物一并移送。
