秉承“冬季是资源和财富”的宗旨，第一届市长会议在1982年召开。从那时开始，市长会议一直定期举行，旨在为拥有相似气候条件的世界冬季城市提供一个可以互相交换意见和分析解决冬季问题的平台，为更好地建设充满生机的冬季城市服务。

　　第十二届世界冬季城市市长会议在中国吉林省省会长春市举行。长春市是中国东北典型的冬季城市，随着近年来经济的快速增长，城市的发展取得了显著的成果。长春市被誉为“汽车城”、“电影城”、“科技城”、“雕塑城”。我们感到骄傲和荣幸能够在长春市举行本次市长会议。

　　“在冬季里发展”是第十二届市长会议的总主题。在这个主题下，来自世界各地的市长们将在大会上分享他们关于冬季问题的知识和经验。会议上还将在大会的两个分主题即“冬季环境问题”、“冬季城市人民生活问题”下，重点讨论冬季交通、能源、城市绿化，公共空间和冬季旅游资源等话题。与这些话题相关的过往和未来的问题也将提出并在会议上讨论。

　　与市长会议同期举办的还有冬季产品博览会，主要展出各种冬季产品、积雪处理相关机械设备和产品；冬季城市论坛将聚集冬季相关领域的专家和学者共同讨论冬季生活和城市规划等相关的问题。

　　Under the philosophy Winter is a Resource and Asset, thefirstMayors Conference was convened in 1982. Since then it hastakenplace continually in the world winter cities for the purposeofgiving the cities in the world with similar climatic conditionsanopportunity to gather together and discuss common issues inorderto create livable winter cities.

　　Changchun, which is the capital city of Jilin Province andatypical winter city in the northeast of China,has achievedrapiddevelopment along with recent economic growth. The city isreferredto as auto city, film city, city of science andtechnologyand city of sculpture. 　　Grow in Winter is the main theme for the 12th MayorsConference.Under this theme, mayors form winter cities of all thecorners ofthe world will share their knowledge and experience toaddresswinter-related issues. With the subjects ofdiscussionenvironmental issues in winter and overcoming ofchallenges inwinter citizens life, issues of winter traffic,energy resource.urbangreening, public space in winter and tourismresourees inwinter will be discussed. Precedent and advanced casesrelated tothese issues will also be introduced.

　　In conjunction with the Mayors Conference. Winter Expo,andexhibition of various winter-and snow-related machines andproductswill be held as well as Winter Cities Forun in whichexperts andacademic researchers in various fields makepresentations regardingwinter lifestyle and city planning.
