国际原子能机构总干事巴拉迪接受媒体采访
中国日报网环球在线消息：据巴基斯坦《黎明报》报道，国际原子能机构总干事巴拉迪11月25日敦促伊朗接受之前的建议，将已经拥有的低浓铀中的绝大部分运送到国外提纯并加工成高浓铀，并称伊朗目前还不能消除国际社会对他发展核武器的担忧。
巴拉迪表示，将浓缩铀运往国外可以降低伊朗核危机并为伊朗提供与国际社会进行协商的可能性。这是自伊朗方面试图更改国际原子能机构建议以来，巴拉迪最为强硬的一次公开表态。
自国际原子能机构提出建议以来，伊朗方面也提出各种相反的意见，譬如从国外购买燃料棒或者交换小批量的浓缩铀，希望以此拒绝将大部分运送到国外进行提纯并加工。目前，伊朗所拥有足够的浓缩铀制造核武器，倘若采纳国际原子能机构的建议，将70%的浓缩铀运往国外，那么伊朗制造核武器的时间则会推迟至少一年。

Those same nations planned to mount a new challenge to Tehranthisweek in the form of a resolution to a 35-nation IAEA boardmeetingcriticizing it for ignoring UN Security Council and IAEAboarddemands and continuing to build its enrichment program,sometimesclandestinely.
Two diplomats who demanded anonymity because their informationwasconfidential said that by Wednesday, the eve of the board"sopeningsession, close to two-thirds of board mrs had expressedsupport forthe resolution in private meetings.
Impatience with Iran has been fueled by Tehran"s Septrrevelationthat it had secretly been building a new enrichmentfacility.
In a possible pre-emptive move, Iran notified the IAEA inaconfidential letter only days before the leaders of the USBritainand France went public with the clandestine project.
Iran says it did not violate IAEA statues by waiting withitsnotification. But ElBaradei has said Tehran was "outside thelaw"in not telling his agency about the facility much earlier.
On Wednesday, he said that Iran"s secrecy on the facilityreduced"overall confidence" that Tehran is telling the truth whenitasserts it is not interested in nuclear arms.
A perusal of IAEA records shows that Tehran"s chief envoy totheIAEA, Ali Asghar Soltanieh, told the agency"s board last yearthathis country "has repeatedly declared that there is noundeclarednuclear material and activity in Iran", at the timewhenconstruction of the secret nuclear facility was in fullforce.
A copy of the six-power resolution prepared for the closedmeetingand obtained by The Associated Press noted that Iran"sdelay inreporting the new facility "does not contribute to thebuilding ofconfidence" in Tehran"s nuclear aims.
The facility "gives rise to questions about whether there areanyother nuclear facilities under construction in Iran which havenotbeen declared to the agency," the document says.
The resolution is significant because it groups Russia andChinawith the four Western powers in unified criticism of Iran"snuclearprogram. Russia and China have acted as a drag on Westerncalls fortougher action against Iran.
While the board passed an IAEA resolution critical of Iran in2006with the support of all six world powers, subsequent attemptsby theWest to get backing from all 35 board nations founderedonresistance from Russia and China.
Those two nations have also resisted US and European callsfortougher UN sanctions against Iran for refusing to freezeitsenrichment program.
Such unified action in Vienna could signal that both RussiaandChina may be more amenable to a fourth set of SecurityCouncilsanctions on Iran than they have been in past years. -AP
